I have windows XPSP1, 98, ME (all russian versions) machines and samba
3.0.0/3.0.1 servers.
I can not create file on samba share with cyrillic "No." sign in its name. 
Samba creates file with junk simbols in filename.

This sign (cyrillic No) showed in windows charmap as:
U+2116 (0xB9): Numero sign  - Windows cyrillic.
Sometimes in linux (LANG=ru_RU.KOI8R) it shows as 0xBF sign. 
Or it may be exchanged to latin capital 'N' (0x4E) letter.

Linux systems: ASP Linux 9 (based on RH9), in smb.conf 
display charset = KOI8-R
unix charset = KOI8-R

we should be much better now.  Please reopen if you can reproduce this against
3.0.2a.

sorry for the same, cleaning up the database to prevent unecessary reopens of bugs.
