patch to fix quotas on HP-UX

the quotactl configure test on HP-UX fails on most compilers because it doesn't pass without a warning because HP-UX lacks a function prototype for quotactl. The attached patch for 3.6 fixes that.

Sorry, but as other bugs show the quota code is just so broken that it is not fixable in a stable release series. Any patch to this has a BIG RISK to break something else.

thanks for commenting. At least users who will stumble over that bug might find the fix here and apply it manually.

Yes, HP/UX users should be able to apply this patch cleanly. This way we do not disturb all the other Unixes that we can not test.
