If I add e.g. a soversion to libpdf with vnum='0' the library is named libpdb.so.0 but no symlink

libpdb.so -> libpdb.so.0

is created.

Is this for a private library or a public library?

Private libraries are not meant to be used for development by external users, and as such this symlink isn't necessary.
