I don't know if there is a bug or not.

I want samba to use account policies from LDAP backend (user lockouts, bad 
logon attempts, etc) and not from tdbsam backend (locally stored)

I've run this command, but samba never use user´s fields 
(sambaBadLogonAttempts, sambaAcctFlags, etc) and it still use "pdbedit db" 
pdbedit -y -i tdbsam: -e ldapsam:ldap://127.0.0.1

My system:
Redhat Enterprise Linux 5.2 x86_64
samba-3.0.28-0.el5.8
openldap-2.3.27-8.el5_1.3

Is there a bug ?
Have I configured wrong settings ?

Works for me with recent Samba versions.
