When the "Stop smbd" button is used in SWAT, the following appears in log.swat:

Error connecting to 127.0.0.1 (Invalid argument)

I do something a little usual to start SWAT, I use the tcpserver program from ucspi-tcp-0.88.

# tcpserver 127.0.0.1 901 /usr/local/samba/sbin/swat

Message still appears in Samba 3.0.23.
