Access to printers over spoolss should be restricted on spoolss in the same way

Patch for Samba 3.0.11

This is the patch I have in production, which I've tested, but am not currently
using.

"This is the patch I have in production, which I've tested,
but am not currently using." :- funny statement :-)

Andrew, this patch looks good. Since we've already checked
the snum in open_printer_hnd(), I'm removing that check.
