As shown below: %D and %U are not substituted while creatng a local account 
with wbinfo.
mango:/usr/local/samba/bin# ./wbinfo -c wbinfou0
New RID is 9000
mango:/usr/local/samba/bin# getent passwd mango\\wbinfou0
wbinfou0:x:4000:4000:wbinfou0:/home/%D/%U:/bin/bash

I checked this on Samba 3.0.7 and Samba 3.0.10...
It seemed that no one uses local accounts...

"template homedir" is not set.

winbind local accounts are going to die.
