The current version of packaging/Debian/debian-unstable/samba-common.dhcp
doesn't create the /etc/samba/dhcp.conf in the case no value changed but the
file doesn't exist.

I've alos added a missing option to add a info header to the file that this file
is created via the DHCP client hook.

This version is used in our packages and doesn't change any default.

I've also communicated the changes to the original author.
