The Contact section of the cwrap website https://cwrap.org/ points at the #cwrap IRC channel but mentions that it is on the freenode IRC network, rather than the new Libera Chat IRC network.

PS: I note there is only one person on the #cwrap IRC channel on Libera Chat, so maybe the channel should just be closed and removed from the site in favour of the mailing list.

Thank you very much for the hint. I've changed it and it is pointing to the Matrix channel now.
