The 45min build timeout is too short on some of our private build runners without access to the ccache.

patch from master cherry-picked to 4.15 (only)

Cherry-pick to Samba 4.15 only as only this version has the split of build and test stages.  Getting this into 4.15 will help when CI testing patches on this branch.
