As discusses in the ML https://lists.samba.org/archive/samba-technical/2018-September/130177.html when fixing bug 13465, smbtorture has the same issue, but the canonical fix causes a torture test (LOCAL-MESSAGING-READ4) to hang.

Until someone gets around to address the issue in smbtorture, we may want to backport the fixes for 13465 we already have in master. I'm therefor creating this new PR to track the issue with smbtorture.
