https://download.samba.org/pub/rsync/src/rsync-3.1.3-NEWS lacks HTTP Content-Type header.

Some browsers, e.g., emacs-w3m will ask the user:
Content type for rsync-3.1.3-NEWS (`unknown' is unknown; default download or external-view):

The web server looks to be adding content-type headers these days.
