Robin Hack reports that vfs_scannedonly is dead upstream, we should remove it from Samba 4.3 to avoid having to maintain useless code for three release cycles.

Removed from master with commit 59e955bfd136cbe798d155a4930f6ce4bfe00020.
Won't be included in Samba 4.4.0.
