The bug reporting instructions at https://www.samba.org/~asn/reporting_samba_bugs.txt, linked from https://wiki.samba.org/index.php/Bug_Reporting, linked in turn from https://wiki.samba.org/index.php/Installing_RSAT_on_Windows_for_AD_Management, are missing one small but crucial bit of information: They talk about sending this and that, but not where *to*.

Well it depends on for who you write the bug report. If you are using RHEL or SLE you would report to your vendor and not Samba upstream.
