if Default-First-Site-Name doesn't exist.

"Default-First-Site-Name" is allowed to be renamed and sometimes has a different localized name also.

Shouldn't we remove all hard coded occurences of "Default-First-Site-Name" and always look up the site that matches our IP address and use that site instead?
