nmbd does not actually behave as a Local/Domain Master, even when the logs are 
saying it is in that state.  This only appears to be a problem with the Fedora 
rpms, as I removed them, and forced the RedHat 9 rpm to install, and it works 
correctly, so it must be a problem with the config files used when building 
the Fedora rpms.

I would be happy to send my smb.conf file to you if needed, however the exact 
same smb.conf works with the RedHat rpm

please provide some more proof on why you think this 
is a bug.  Seems more like a configuration issue.
