When building tdb without the docbook-style-xsl package installed, man pages are mostly silently skipped.

For example:

http://kenobi.mandriva.com/queue/failure/cooker/main/release/20110316110726.buchan.kenobi.14694/log/tdb-1.2.9-1/build.0.20110316110803.log

The only hint is:
Checking for stylesheet http://docbook.sourceforge.net/release/xsl/current/manpages/docbook.xsl : not found 

It would be nice if the error was more verbose, e.g.
Checking for stylesheet http://docbook.sourceforge.net/release/xsl/current/manpages/docbook.xsl : not found 
Building man pages    : no
