I made myself a user account and added it to domain admins with phplpdaadmin (logging in as administrator), I can run dsa.msc (while logged in from a vista domain member) but can't create users.  I added myself to enterprise admins and schema admins via phpldapadmin but still the create new user button is greyed out.  The button is not greyed out while logged into the same workstation as administrator.

I'm going to close this as "INVALID", because I didn't get an answer. Feel free to reopen the issue if the problem persists.
