Added a new API, `print_failover_log()`, to the winbind process to provide log information when DC failover occurs.

As a side effect, we observed that the API was logging a message for every `ECONNRESET` occurrence, resulting in excessive and repetitive log generation.

To address this, we enhanced `print_failover_log()` to avoid logging on every `ECONNRESET` occurrence and provide more meaningful failover logs based on the specific error conditions.
