Add configure option

At the moment all the .pc files from Samba, ldb/tdb/ntdb/tevent/talloc are going to the hardcoded directory. At least on FreeBSD location of this directory is different: /usr/local/libdata/pkgconfig/

It would be handy if all mentioned packages have a configure/WAF switch that would allow to specify this dir location explicitly.

I've made a patch, but somehow it isn't enough. So, I guess, needs some additional coding.
